Short answer: a tennis, pickleball or exercise dress is not one pattern with shorts added underneath. It is a connected system of bodice, outer skirt, internal shorts or bodysuit liner, torso and rise length, waist join, gusset, leg openings, optional grippers, pockets, optional shelf bra and cups, straps, neckline, materials, seams, bathroom-access route, size grade, movement coverage and care state. Approve the outer dress and the internal liner separately, then approve how they behave together.
“Built-in shorts” does not prove that the liner will stay down, that a tennis ball or phone will remain secure, that bathroom access is easy, that the hem gives the same coverage on every body or that an integrated bra supplies a universal support level. Those are separate product decisions with separate evidence.

First define the garment—six retail labels are often confused
Search and social content use “tennis dress,” “workout dress,” “active dress” and “exercise dress” as overlapping style families. A factory still needs a pattern-piece and joining map.

A product can combine several categories: a dress may contain a bra, bodysuit liner and overskirt; another tennis dress may be unlined and designed to pair with separate shorts. Do not issue “make a tennis dress” as a complete construction instruction.
Draw the outer and inner architecture before quotation
The dress can look identical from the front while hiding materially different entry, liner, pocket and joining systems. Turn the sample inside out and photograph every layer.

The tech pack should include a section view from neckline to liner, a waist-join detail, front/back liner drawings and the complete donning/doffing sequence. A marketing flat sketch normally cannot show enough.
Common dress-liner architectures and their trade-offs
There is no universal best built-in-short construction. Select from intended activity, fit, bathroom access, storage, materials, size range, price and production feasibility.

Do not copy a bathroom-access feature from a public product photo. It may be protected design expression, and the hidden seam, overlap and grade rules are not visible. Develop an original architecture and test its complete sequence.
Separate five evidence layers before diagnosing fit
An active dress combines body dimensions, outer-garment dimensions, inner-liner dimensions, material behavior and worn movement. One number cannot represent all five.

ISO 8559-1:2017, confirmed current in 2026, provides anthropometric body-measurement definitions. ISO 8559-2:2025 addresses primary and secondary body-dimension indicators for size designation. ISO 18890:2018, confirmed current in 2024, defines main garment measurement points and permits interested parties to agree additional ones. None supplies a universal tennis-dress pattern, torso ease, liner inseam or skirt-coverage pass value.
Torso length and liner rise are coupled
The same bust, waist and hip circumferences can occur on bodies with different vertical proportions. A one-piece garment has fewer opportunities to hide that variation.

Do not correct a liner that rides upward by lengthening only the outer skirt. The skirt can hide the symptom while the internal garment remains uncomfortable. Measure and fit the inner system directly.
Built-in shorts need a complete specification
“Add 3-inch shorts” leaves the rise, gusset, leg opening, seam, pocket and grading undefined. Inseam length alone does not state where the hem sits on the body.

Use the no-front-seam leggings and gusset guide if the liner removes the conventional front-crotch seam. No-front-seam does not mean no gusset, no seams or universal prevention of visible contour.
Leg openings and grippers: stay-down claims need evidence
A liner can end with a plain folded hem, encased elastic, bonded edge, knitted finish or applied gripper. Each changes thickness, extension, pressure, recovery and care.

There is no universal silicone coverage, elastic reduction, leg-opening pressure or “never rides up” threshold. Record the symptom: edge rolls, entire short migrates, hem climbs during a named movement, pressure becomes unacceptable, or the gripper loses adhesion after care. These can require different corrections.
Pockets must be designed around the exact object and access motion
A tennis-ball pocket and a phone pocket are not interchangeable. A ball can be inserted from the top or bottom; a phone may need one-handed access but creates a different load on the liner and skirt.

The International Tennis Federation’s current rules and regulations page links the 2026 Rules of Tennis, and the ITF maintains a 2026 approved-ball list. Those sources show why “tennis ball” belongs to a defined equipment context; they do not create a garment-pocket method. State the exact ball actually used in the buyer’s access and retention test.
For a phone, use the leggings pocket capacity and load-testing guide to define usable internal dimensions, opening, object mass/orientation, access, retention, bounce, migration and ejection. Do not claim that “fits most phones” or “ball and phone pocket” is proved by one static insertion photo.
Bathroom access is a private usability protocol
Bathroom access affects the entire inner architecture. The test must respect participant privacy and record only the product sequence and symptoms needed for development.

There is no universal “bathroom-friendly” construction or access time. Define the intended user, garment size, mobility assumptions, privacy conditions, acceptable steps, closure state and post-use fit. A mechanism that works in the middle size may be unreachable or unstable at another torso length or body shape.
Do not film or retain identifiable bathroom-use imagery without explicit informed consent. Use a garment/form demonstration where it can answer the construction question and a private, consent-based human review only where necessary.
Outer skirt coverage changes during court movement
Standing hem length is not the same as movement coverage. The skirt can lift from body position, airflow, pleat opening, wrap overlap, stride, pivot and ball storage.

Define front, side and back coverage observations during ready stance, serve reach, lateral shuffle, split step, sprint, lunge, pivot, squat/ball pickup, forward fold and seated recovery where relevant. The goal is not to hide the liner—many products intentionally show it—but to match the buyer’s declared coverage and styling intent consistently.
Build two POM dictionaries: outer dress and inner liner
Measure the liner with the outer skirt moved aside according to a documented method. Do not compress both layers into one flat measurement.

Do not release a quote or pattern instruction from “same as photo, add shorts and pockets.” Every hidden feature influences labor, materials, sampling, testing, MOQ and fit.
Material systems must work together
The bodice, skirt and liner may deliberately use different fabrics. The outer can be lightweight and flowing while the internal short is close-fitting and opaque. Their stretch, force, recovery, shrinkage and color still need compatible control.

ISO 20932-1:2018, with its 2021 amendment and 2024 confirmation, describes strip or loop methods for fabric elasticity-related properties and excludes narrow fabrics. ASTM D2594/D2594M-21 covers stretch and growth of low-power knit fabrics and notes poor interlaboratory precision. Neither proves liner pressure, leg-gripper function, pleat retention, pocket security or dress fit. Use the applicable method with exact conditions, then test the finished garment.
Use the activewear fabric weight and stretch guide to separate GSM, elongation, force and growth. Fiber percentage or “four-way stretch” marketing language cannot replace those fields.
An integrated bra adds another internal fit system
Some active dresses include a shelf bra, removable pads or a separate internal frame; others are unlined at the bust. “Dress with built-in shorts” does not imply “dress with built-in bra.”

Movement testing needs the intended sport and storage state
A generic squat is not enough for a tennis/pickleball claim, and a static court pose is not enough for an exercise-dress claim. Select movements from intended use and predefine what is observed.

Opacity, coverage and UPF are separate decisions
The outer skirt may intentionally reveal the liner during movement. That does not remove the need to define liner opacity and coverage. A dark color can behave differently from white or pale seasonal colors.

Use the activewear opacity and squat-proof guide to build a controlled liner check. There is no universal method or pass value that certifies every dress as “fully covered” for every body, color, light and movement.
If a court dress carries a sun-protection claim, use the UPF and UV-protection guide to map every bodice, skirt, liner, mesh and opening. UPF does not prove opacity or coverage from garment design.
Grade the inner and outer systems together—but not identically
The grade must preserve body fit, torso/rise balance, liner position, skirt coverage, pocket access and any bra system. The same increment is rarely appropriate for every POM.
